I am directed by Secretary Sir E. Grey to acknow-

you ledge the receipt of your letter No. 43178 of the 1st instant forwarding a report from the Governor of Hongkong respecting Indian sedition in that colony.

Sir E. Grey observes that His Excellency express- ed to the United States Consul General a desire in guarded language for the presence of an United States warship and considers, in the circumstances, that it would seem desirable to inform the Governor of the reluctance, which the United States Government have shown to help His Majesty's Government in putting down the Indian sedition movement in the United States, and to call His Excellency's attention to the desirability of avoiding anything like an appeal for United States naval assistance in such cases unless, after consulta- tion with the Senior Naval Officer, such a step should appear to His Excellency to be inevitable in the interest of the security of the colony.
